After conferring with his advisers, Caesar decides that the best option is to start a war, plunder the conquered cities, and bring back their treasures to Rome, and use the captured people as slaves to do the work. To please the taxpayers, Caesar must find a hero from the battle whom the people can cheer and become The Hero of Rome. Caesar can then reward the peoples new hero.
