Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. When we are discussing national ideals we have to consider them under two main heads, the inward and the outward. There is the inner life of the nation, its growth and development as a body of men and women whose lot is cast to live together within the borders of a single organized State and there is the outer life of the nation, its relations to other peoples, and the part it is to play on the stage of the world's history. The two cannot, indeed, be separated the inner life reacts on the outer, and the outer on the inner. But they can be conveniently discussed apart.
