The principal points in the tenth Chapter were presented by the author, in a paper recently read before the Victoria Institute, or Philosophical Society of Great Britain, and before it was accepted there, it was submitted, by the ofiicers of the Institute, to the leading scholars of the world in this particular field of letters.
