It is highly discriminatory, with disproportionate numbers of ethnic, indigenous, mentally ill, drug-dependent, poor, and otherwise marginalized people imprisoned. It is also ruinously expensive.Elsewhere, alternative correctional systems successfully rehabilitate offenders while treating them with dignity and respect.
