This book was written in all its substantial parts before the Government took steps to meet the conditions which the war had created in India. I venture to publish it, however, because it indicates a different point of view from that which appears to be animating the Government, though in some respects their practical proposals do not materially difier from mine, but also - and this is the chief reason - because during the time of transition upon which we are entering, and which the montagu-chehnsford Report does no more than inaugurate, it is important that we should understand the origin and evolution of our Indian connections. India is a going concern, a problem in organic politics. Its needs cannot be met by an adjustment here and an adjustment there; they have to be viewed in their wide sweep. This spirit will have to be maintained after the montagu-chelmsford Report has produced its first harvest of legislation.
