Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. Some ten years ago, Sir Frederick Pollock published a valuable and interesting little book on the history of political speculation.1 But the author is not aware that any one has yet attempted to summarize, in a brief, popular form, the record of political action. It has occurred, therefore, to the promoters of this Series, that such a summary might prove interesting, if only by way of comparison.
