I propose to speak in this address upon that movement in the history of the Territory of Kansas which resulted in the formation and adoption of what is known as the Leavenworth Constitution. Four constitutions were framed as the organic law, before this State was admitted to the Union. The Topeka Constitution, which was the first in order, was adopted by the convention which framed it, on the 11th day of November, 1855, and by the people of the Territory at an election held December 15, 1855.
