Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. At Oxford the wish was expressed by more than one delegate that Rural Problems might form the subject of discussion on some future occasion, and two of the papers here printed - those by Mr. Orwin and Mr. Ashby - with the discussions to which they gave rise, are the outcome of this suggestion.
