The first edition of these specifications was published in 1908 and the second in 1910. In order to being this edition up to date, it has been found necessary to make some radical changes in the requirements, particularly in the section devoted to the Quality of Materials. The section on |Surface Finish and Waterproofing have been completely rewritten. It is in the branches of Art, covered by these three sections, that the greatest advancement has been made in the past six years.<br><br>The two previous editions have been widely used by designing engineers for railroads, cities and counties, and as a standard basis for the preparation and comparison of competitive designs. It is hoped that the present edition will be found to be even more valuable for these purposes.<br><br>The value of concrete and reinforced concrete as a material of construction has been firmly established during the past decade, as has also the necessity for careful design, selection and materials and execution. Practically all of the troubles and failures which have occurred could have been avoided by the careful observance of specifications such as are given herein.
